Change an existing template.

There are dozens of websites that provide at least some free templates that you can use for your listings. You can find 1,500 free eBay templates at the Auctiva web site
Another option for some are auction templates already available in the eBay's Turbo Lister software, if you want my honest opinion they do not convert as well, as Auctiva.
I will let you know of other examples to create eBay Business Builder templates as opposed to the usual garbage we get offered on eBay and you will need to spend two or three pounds maximum.
Commission a Netbods BESPOKED template
Hang on to your wallet as I can help out here and at Netbods http://www.netbods.co.uk/ we are roughly £200-£500 depending complexity required, joking apart once you are confident enough I highly recommend you go down this path once you get confident enough to run your own eBay account and eBay shop front identity. 
If we do this correctly we should only need build this once and that will last for as long or as short a period as you need. Netbods advise that this bespoked template should pay for itself many many times until you decide to renew your eBay look at some time in the future.

Do It Yourself template
Some people are great at both designing and programming (we say many claim to be great although very few are great at both design and HTML) with HTML, you can use your favorite graphics program to design your own template. Please beware how you proceed as an amateur job will work against you. We see some people who can knit a nice jumper and some might even wear it in a business meeting!!
Using Your Template
  1. Once you have your decided on the template, you should copy the HTML code into the appropriate place in Turbo Lister, or in your eBay account when placing your new listing manually.  Right click anywhere on any page to view the HTML, now select option View Source (if you have never tried this before, try it now. Right click on this page and select View Source to view this page's html code). A text editor window will appear showing the page's html code. Select all the code, copy it and then paste it in the eBay listing wizard to begin listing your item.
  2. Be sure to save the HTML If you are using eBay's Turbo lister, you can save the HTML as your new template. You can then recall the template at any time in the future for new listings. To save the HTML as a template, in Turbo Lister under the 'New' tab, click 'create new template'.
  3. Scroll down to 'description builder'
  4. Click  'HTML view'
  5. Paste the code
  6. Return to 'Design View' to see how good it looks.

Good Images = Good Image
Need to just remind you once again we are going to use a lot of good images to give your customers a very good understanding of what they will be buying and to demonstrate you care about whatever it is you are selling.
 Now, you've taken some good photos of your items you want to ad them and usually this costs profit to add photos to our eBay listing
Let me share a Netbods top tip to avoid paying image fees by inserting HTML codes that link to a hosted website where your image is located. 
You will upload an image (gif, jpg, etc) to your template and pay the extra eBay fee, or, if your image is located on a website somewhere else on the Internet, you can insert the HTML code for that location ... and not pay a fee. All you need is a hosting account that contains your images.
You could already have a website operating to sell your products. 
Build an image repository. Simply upload your eBay images to a folder in your hosting account with good clear labels to you can find images easily at a later stage, and reference to each image in your HTML whenever you need it, without having to pay eBay for this privilege. 
If you are not at the stage to have a website, establish a domain name, register with a domain host to begin this image hosting process. 
Domain registration and web hosting is simple and inexpensive. You can buy a name and get hosted on UK2 for as little as £2.50 monthly including a domain name.
To understand domain names and hosting, read the website of your host as most make it very simple.
Now we get back to work at Turbo Lister. Change the 'photo hosting' option to your website. When you get to the 'upload images' area, copy and paste the URL location of your photos. When a potential customer clicks on your listing, the URL will pull up the photo or image you placed there.
If you would like to use an image as the headline, delete the text from the headline box, click on 'insert picture' then copy and paste the URL into the headline box.
In a nutshell
To make your listings as professional as possible with well-designed templates you should dazzle your customer witeth beautiful photographs, avoiding fees by hosting your own images on a separate website
